Tunisia was one of the 18 countries that participated in the pilot UNEP/GEF Project on the Development of the National Biosafety Framework (Project GF/1200-89-86 MEAT/GEF/UNEP). The draft National Biosafety Regulatory Framework is the main output of the pilot phase. Since the completion of the project, Tunisia has made further progress by fine-tuning its National Biosafety Framework (NBF). More importantly, Tunisia ratified the Cartagena Protocol on Biosafety on January 22, 2003. As a Party to the Protocol, Tunisia needs to strengthen its existing institutional and technical structures and expertise to meet its obligations of the Protocol and have a fully operational NBF. This project will provide the necessary financial and technical assistance for Tunisia to:
• Transform its National Biosafety Framework to a legally binding national biosafety regulatory regime through the enactment of Laws, and drafting of implementing regulations, decrees, orders;
• Prepare specific training guides and manuals;
• Train decision makers, scientists, administrative and technical staff on legal, scientific and technical matters;
• Enhance existing institutional facilities and infrastructures to undertake GMO detection and monitoring activities;
• Set up a mechanism for monitoring of enforcement;
• Strengthen channels for communication and information dissemination nationally, as well as through the Biosafety Clearing House (BCH);
• Promote public awareness and participation

Results
The project has achieved most of its immediate objectives, by building capacities and procuring equipment for implementing the NBF procedures. Four laboratories have been strengthened in GMO detection analyses. But the awareness raising activities were the project weakest component. This setback hampered the implementation of the other components, more notably the GMO regulatory regime.

3. In 2012 : Three agreements were signed to built the capacities of national laboratories network for GMO detection and quantification : laboratory central for analysis, the technical center of food analysis and the laboratory of seeds at the ministry of agriculture.
4. Arrange an overseas training for stakeholders to improve their capacity expertise in investigating on GMOs
5. Purchased the most of equipments & laboratory consumables : biology molecular consumable (Kit GMO detection and quantification) for the national laboratories network for GMO having signed the conventions
6. Reception and testing some equipment purchased for the gene bank, the laboratory central for analysis the technical center of food analysis and the laboratory of seeds at the ministry of agriculture.

3/ The use of training programs for delivery of a wide range of biosafety skills was an important aspect of the replication approach. These workshops were designed specifically to increase the number of trained technical people in the country
•The inclusion of biosafety research, which is not a regulatory function, but rather a requirement for developers of GMOs;
•Biosafety Vs biosecurity Vs biorisk: A linguistic and terminology problem?;
•The consideration of socio-economic issues;
•The need to include all aspects of risk communication in the public awareness component.
